The EU, UNDP and the Ministry of Economy will carry out a pilot Regulatory Impact Assessment of the draft Law on the Rights of Persons with Disabilities and their Social Integration

Support to Economic Development at the Local Level in the Republic of Belarus Project has initiated a pilot Regulatory Impact Assessment of the draft Law of the Republic of Belarus on the Rights of Persons with Disabilities and their Social Integration. This activity will help to determine the level of impact of the draft Law on the business environment, investment attractiveness and competition, and will contribute to the promotion of the Regulatory Impact Assessment in Belarus.

The pilot Regulatory Impact Assessment will help develop proposals to effectively address the issues related to the employment and social integration of persons with disabilities, taking into account the interests of businesses.

“Legal regulation should ensure the employment of people with disabilities and guarantee their labour rights and interests. However, we should also consider the impact of the Law on businesses. In the course of the pilot Regulatory Impact Assessment, it is necessary to determine the compliance costs for businesses stemming from the draft Law, and to propose the most favourable provisions for both businesses and persons with disabilities. This will increase the confidence of the public and businesses in legal decision-making,” commented Irina Sidorchuk, PhD in Law, Associate Professor, Project Expert/Deputy Director for Research and Methodology of the Institute of Information Technologies of the Belarusian State University of Informatics and Radioelectronics.
