Description

The Programme is aimed at enhancing the civil protection capacity in the six Eastern Partnership countries, including Belarus. Its implementation will help improve the efficiency of national-level disaster risk management and protect the population from potential negative effects of natural and man-made disasters. An important part of the Programme is to enhance regional cooperation within the participating countries to foster interaction with the EU Civil Protection Mechanism.

Goals and Objectives: Promote peace, stability, safety and prosperity in the Eastern Partnership countries. Facilitate the protection of the population, the environment and cultural heritage of the region. Enhance the level of the countries' readiness for a prompt response to man-made and natural disasters.

Intermediate Outcomes: Targeted assistance is being provided under the Programme to the Eastern Partnership countries in order to enhance their legislative, administrative and operational capacity in the field of civil protection and disaster risk management.

Recommendations have been developed for all six participating countries regarding the enhancement of their national legislations and their harmonization with the EU acquis communautaire and good practices. Thus, each of the six countries has received its roadmap with a list of specific measures in areas such as disaster risk assessment and management, the collection and processing of data about the damage caused by disasters, the allocation of national budget funds for the mitigation of such risks, and volunteers’ activities aimed at raising the public awareness of  disasters.

The Electronic Regional Risk Atlas (ERRA) – an online database – has been developed to monitor hazardous factors and assess disaster risk information in individual countries, as well as in the entire region.

Experts from the Eastern Partnership countries have familiarized themselves with the work of the EU Civil Protection Mechanism. During the last two years, 141 representatives of Belarus, including 79 employees of the Ministry of Emergency Situations, have taken part in 25 Programme events.  

A full-scale field exercise with the participation of rescue teams from the Eastern Partnership countries and EU Member States is scheduled to take place in September 2017.
